MARKET RECOVERY PROGRAM
The Market Recovery Program, instituted by SMACNA
and Local #80, has been extremely successful to date. In addition to advertising
and promotion on radio, TV and in print, we have established cost-effective
programs for use by all contractors. A Market Recovery Committee meets monthly
specifically to work together to develop strategies and programs which help to
find and secure new work in the HVAC industry. At the first committee meeting
the following Mission Statement was developed:
The mission of the Market Recovery Committee is to analyze and evaluate markets that are predominately non-union / open-shop, to develop programs and act to increase union market share in unprotected areas.
An integral part of these meetings includes input from contractors from whom we do not hear from on a regular basis. We urge you to attend a future Market Recovery Committee meeting. Please call the Association Office at 248-649-5450 for upcoming meeting dates.

Over $1 million has been approved with a value of $7.5 million in work on jobs which have historically been performed by non-union competitors and which SMACNA contractors have won through the use of this great program. RESOLUTION 78 - COMPETITIVE BID FORM
This program was established to assist employers to capture work that would be obtained by non-union contractors because of the differential in wage rates and fringes between the competing contractors (please refer to the Addendum I to the Standard Form Agreement between SMACNA Detroit and SMWIA Local Union #80, section 36 "Resolution 78", page 48). It allows for a mix of Residential and HVAC workers to lower the overall crew costs in bidding jobs.
